Tape lace - imitation Honiton
This looks like a piece of Honiton lace, made with motifs. However, if you look carefully at the large scale picture, you can see that the roses are made of tape like the bottom tape, gathered together to make the round shape, so it is mixed tape lace. This particular type of mixed tape lace is called princess tape, which uses shaped tapes that help imitate flowers and leaves.
