A fan is a solid headside. Click here to see how to work a fan, with an animation. I suggest that you are confident with working fans before trying this variation.

The worker pair for the fans does cloth stitch through all pairs in the fan except the edge pair. When working towards the edge of the fan, the worker pair are twisted once, before working the edge passive pair. The edge pair and worker pair are worked in cloth stitch and twist, a pin is put in between them, then cloth stitch and twist again, as the start of the next row. This gives a decorative effect of small gaps at the edge of the fan, and a tight edge. The edge passive pair is pushed outwards by the worker pair twists, which helps to bulk out the fan and give it a good curved edge.
