A fan is a solid headside. Click here to see how to work a fan, with an animation. I suggest that you are confident with working fans before trying this variation.
This type of fan is worked in cloth stitch. Work the top half of the fan. Then twist every passive pair. Then work the bottom half of the fan, again in cloth stitch. This produces a fan with a line through the middle.
