Note that two pairs join and leave the half stitch area at a time.
It is important to work out the direction of the plaits and tallies. Most of the plaits go roughly downwards, which is not a problem! But two pairs go from footside to headside and back again, becoming in turn plait, headside or tally. Here is a diagram demonstrating this:

So the same two pairs make all the tallies. The join to the footside is rather complicated. After working the first tally, join its pairs to the pair from the footside as join 2 pairs + 1 pair (in cloth stitch) using a pin. Leave the footside pair where it is (don't do any more footside using it, yet!) With the other two pairs, work the second tally, then across the other plaits to join the middle Cluny edge, then back again past the other plaits to become the third tally. Remove the pin at the end of the first tally, and reuse it, with the same hole when joining the tally to the footside pair again. Now work the fourth tally, and so on. The footside pair can now to used to work the next piece of footside.
