Other pages describe a fan with twisted passives or twisted workers. This fan does both. It is worked in cloth stitch except for the middle stitch of the fan. This is in the middle row, at the widest part of the fan, half way along. Before the stitch, twist both the worker pair and the passive pair. Do the cloth stitch using them both. The twist both pairs again. This high-lights the middle stitch. It also pushes out the middle of the fan a little - always helpful.
It is possible to twist the passives and workers in other combinations. I leave it to you to experiment.
