This is a collection of tallies, like pattern 223. The tallies seem to be worked as equal width bars rather than petal-shaped. Here the passives seem to remain hidden throughout, showing only at the joins, so the diagram shows pair colours, not thread colours. In fact, for each tally, it would be possible to make three threads white, and only the worker thread coloured. Or you could have both pairs coloured.
The cross-over of the tallies is, I think, cloth stitch and twist. There is a Winkie pin twisted footside with one twisted passive. The pairs from each tally go to the edge, pin, then return. However, they are close together, so it is not a conventional footside. But looking at the number of pins in the photo, that seems to be what it happening.
